    Not necessarily. As members of the Olympic Team (or Ms Universe candidate...or Ms America contestant, etc., etc.) there are usually rules of conduct one agrees to -- in writing. If one signs a contract agreeing to behave a certain way, "free speech" flies out the window.

    Here is the clause in the contract where these athletes agree to certain conditions. I do not see the problem, they bargained for a position in the organization, with that comes various rights, responsibilities and obligations.
