They're coming.
When I visited Hamtramck back in about the 1980s, it was an interesting Polish enclave surrounded by slum areas. It seemed reasonably safe within the enclave, with many people sitting outside, and moving around nonchalantly, and with businesses not having bars over windows and doors. Outside the enclave, many street signs were missing or turned around, to misguide people. That was before GPS, but fortunately I had researched the route. I don't know about safety issues, but the the township has changed a great deal, with the Polish population said to now be only 11 percent, in this video.
