This affliction is nearly as bad as drugs, if not more so. if the gangs want to extort things from the people, they must be stopped. too often they get kids into drugs, and, lead them away from school and such. if the gangs were to be identified as antisocial as core members, then we could do something about it, but, how do you tell someone law abiding from a criminal?

Well, first they should make a dash for illegal guns. this will see a lot of prints show up, and, if it is the prints of police, they must also be investigated as a suspect, yes? and, all presently confiscated guns must be printed for people that have strayed onto the wrong side of the law, of course.

Finger prints in parks should be taken too, on the benches and swings. these should be observed that kids do not go to some parks in the urban areas for fun anymore, and, those prints that are found should have to do a drugs test.

I also think that drugs tests, and kids caught on drugs, should have to reveal their dealer or face community service, as, protecting these people is important to them, and sending them to jail is excessive for first time drugs users. this measure seems to be just right.
 
Maybe if we were to finger print knives too - as gangs like to be armed - then we could have further progress with this phenomenon or activity. then, we could also try to observe that kids know who the gangsters are, so, we should support them when they come forwards to complain - we should get into high schools and get the police involved with the high school legal process. often headmasters take it upon themselves to handle gang related activity by themselves, yes? they need to communicate with the police, maybe the police should go to them to ensure their protection.

Then, there are 'gang wars.' you might find in any one place a few fighting gangs over land and stuff. if we were to have one of the sides come forwards with information on the other gangs, we could observe that they could sell each other out to the investigating police - the police could say "hey, how about those gangs on the north coast?" and the gangs could sell them out, not being a part of their gang, and, they would be able to cross reference these claims and get them to swear to testimonies, ask about their crimes, like things together and swoop on as many of them as possible.
 
Using 'subliminal interrogation' could reveal a lot. if you were to get a written testimony from the gangsters, we could decode what they are really saying, get a 'hint,' or idea on what to do, do all possibly related investigations, and then collect evidence. getting the warrant for some of these operations would be hard in some countries, but they could be written into law quickly by the courts and politicians.
 
This cause of gangsterism seems to be mostly about having nothing better to do, or, boredom. if you observe the poor areas, you will find that many kids join gangs because they are idolizing their ways as they seem to be respected, yes? lacking things to do, or, vandals, there seems to be only these people to look up to, yes?

Now, let's cross the tracks? if you were to go into middle class areas, you will find the main thing there is to play video games, yes? i mean, when i was young, i used to stay indoors and play games all the time until i grew into about the illegal drinking age and desire to do so.

The obvious solution is to buy one nintendo basic system, which costs about three hundred rand or twenty dollars, and distribute them for the kids of these areas. there are even games for girls on these systems, of course. this would be rather cheap and promote kids visiting each other to play games, yes? at home the mothers could chase the gangs away, of course.

But, how do we stop the teen drinking scenario? if they cleaned up the 'recreation centers,' or used churches more handily, they could make for activities where the kids stay out of the garages the gangs dwell in with their drugs. all this takes is the right attitude - the reason these ventures break down is because they get negative - starting them up again will lead to weeks of adventures within. then, you stay away, take a holiday, and switch responsible parents and such.
