"The Kerrville Fire Marshal’s Office said in a statement that an unidentified juvenile “responsible for causing the victim’s severe burns” has been charged with first-degree arson, a felony.But the city’s fire marshal told The Post that it doesn’t appear the act was intentional.
“There was no indication that this was premeditated,” Kerrville Fire Marshal Chris Lee said. “At this point, we’re still actively investigating the situation surrounding the incident. I can’t really release any more information than that.”
Kerrville Police Officer Juan Trevizo said Kayden and three other boys — ages 9, 10 and 11 — started a small fire inside a shed and wanted to make it larger. Another boy grabbed a canister of gasoline and poured it onto the fire. Investigators believe that boy then threw the canister away from him, striking Kayden in the process, Trevizo said, emphasising that the act did not appear to be intentional.
“None of the evidence points to that,” Trevizo told The Post."

But, the family says it was attempted murder, wants help getting an attorney, and is collecting money.

let's hope the perpetrators got expelled and spend some time in juvie

The article title in the OP says "special needs", but the follow-up article doesn't mention anything about the boy having special needs. I'm not sure it would make a difference, it sounds like it was unintentional. And special needs or not where the hell was the adult supervision? Why did they have access to matches and gasoline? Good grief.
