The problem is "improperly placed money" is a relative term that is open to interpretation influenced by people's prejudices bigotries, opinions, and beliefs.
Very true. Which is why law enforcement shouldn't be graded on a scale of how nice they are, how many people they arrest, or even how much crime is in their city. The job is law enforcement is to arrest those who do break the law.
It is up to the local government to reduce crime in their area. They have a host of tools to do that. They don't.
