It uses the words city, village and municipality, it doesn't refer to modern settlements at all.

The map has a table underneath which points out "Jewish settlements built on land of the town\village", both in Hebrew, and English, I don't know Arabic so I have no clue how they define it in Arabic. All Israeli cities are listed as Jewish settlement.
