Although unlikely, it's not a concept entirely beyond the pale. Certainly with the existence terrorist groups, the thousands of existing nuclear weapons and the dangers of proliferation the idea of eliminating all nuclear weapons must rank up there with The Force and interstellar warp travel ala Star Trek, but if we can live long enough I don't see a global agreement effectively banning them being impossible. With no advanced state governments creating the base materials for a bomb terrorist groups wouldn't have the hardware to create one themselves.
