This is akin to a member of the Young Republicans League claiming not to be a real Republican.
Or a member of the Christian Coalition claiming to be an atheist.

Presumably, because as a Nazi sympathiser, if there was a God and any universal justice, he'd have been fried long ago!

On a more serious note!

I think one might explain it as the ' burden of proof ' as in a court of law
or logical deductive reasoning as in scientific discovery.

One needs to provide ' positive proof ' and not the absence of negative proof.

That is why faith is the conerstone of belief, it does not require proof, it relies on intuitive logic, that it is so, because you believe it.
