In the United States it would be...misfits...those with something missing in their lives...those who were failing...loners.

We more or less already know the answer to that. All it takes is the right flavor of a religion, a feeling of insecurity, and a feeling of anger.

Unemployed, single young men would be the obvious first choice. They have nothing and can be easily convinced to take that out on society.
