The continued risks of nuclear launch-on-warning

Today there are still 2,000 American and Russian nuclear weapons which can be launched within the space of a few minutes. Critics wish to scale back the time it takes to launch such missiles given the obvious risks posed by malfunction, accidental launch and cyber attacks,

Never say never but, the likelihood of any of those things happening today are minimal.
 
Of course. All the more reason to make them even more minimal.
