What in the **** are you talking about? Countries don't chose to become victims as you suggest. They are made into them by stronger countries. If you had ever picked up a history book in your life you would probably learn that.

Well if you spent more time reading books and less time reading WIKI you'd probably know this.

1. Haiti was a purely slave owning society. The French used it as a giant factory.

2. The U.S. had over 200 years of social development over Haiti. Hospitals, universities, schools, cities etc all light years ahead of anything Haiti had to offer at the time.

3. The U.S. economy was based on various ventures and these ventures facilitated the financing of a war on our side. It wasn't just farmers with pitchforks.

4. The Haitian economy was based primarily on sugar cane and though prosperous, the former slaves(remember? The population who rebelled) could have never financed a war against France.

This all meant that :

5. Rebuilding the social structure after the independence period would not take anywhere near the amount of time it would take in Haiti.

US National Guard Army:  Served 4 years in the Illinois National Guard 16s (stinger missle gunner) 202 ADA Homewood Illinois. US Army:  Served 8 years in the RA as a 19e (M48/M60 armor crewman.)
