The US military used these technologies in both Iraq and Afghanistan so the equipment must surely be available.

How would this work on those who are not in the system? I don't think ISIS members gave out their DNA and IRIS scans before coming into the US, nor do I think ISIS has that in a database that the US government can crack into to access.
