It means Caesar in no one is an equal to the Lord's Majesty, but religious debate is for another place.

What is Caesar's is not equal what is God's

He was simply telling his followers to still follow the law, as he has told them before, there is no reason to violate the law just because God has greater authority, and therefore his law makes all others obsolete. His law just comes before all law, and no laws may contradict his.

the evidence is that Christ opposed the Roman State and eventually toppled it while establishing the concept of freedom and individual liberty. Christ did not stand for big govt but rather for freedom and individual liberty. He established the concept of the individual while when under Rome all were mere slaves to Caesar. That was the beginning of conservatism.
