Constitutional carry continues to build steam across country. For those unfamiliar "constitutional carry" is a neologism for a state of regulation in which it is lawful or presumptively lawful for an individual to carry a handgun concealed on their person in public without needing a license. Most states permit openly carrying a gun with no license, and most all states have some exemptions from the requirement to have a license to carry concealed. True Constitutional Carry requires concealed carry by permitted in general with no license.
The States that have this constitutional carry are such
Vermont (1791, reaffirmed by State Supreme Court ruling in 1903)
Alaska (2003)
Arizona (2010)
Wyoming (2011)
Kansas (2015)
Maine (2015)
Last year we saw considerable ground gained, as Kansas and Maine joined this club, also legislatures passed this legislation in Montana, West Virginia, and New Hampshire only to see it vetoed.
legislation was introduced in Colorado, Minnesota, Idaho, South Dakota, Indiana, and Ohio.
this year the states to watch are
Idaho: Representative Heather Scott has announced she will be sponsoring such a bill, bill number not yet assigned
West Virginia: Bill passed last year with veto proof majority, but the time in the legislative session ran out. This year state legislative leaders plan to complete this bill early
West Virginia to see second chance at constitutional carry
Virginia: Senator proposes bill to pass “Constitutional Carry” law in Virginia | WJHL
Great Idea, but likely to be vetoed even if passed
Louisiana: Here's the big kahuna
Louisiana Legislature To Consider 'Permitless' Conceal Carry
If the bill in this link passes, it doesn't go to the Governor, it instead goes to the people for a popular vote.
If it passes at the ballot box, expect to see constitutional carry expand rapidly, it will be much harder for legislators in most states to claim their constitiuents do not want this if a state passes this law by popular vote.
