Virtually all members of Congress go on junkets abroad. Rarely however, are they able to chat with the sitting President or Prime Minister. Diplomatic protocol.
In the case of Obama and McCain, one of these two men will be the next President of the United States. It is eminently sensible that foreign heads of state would certainly strive to meet each candidate personally...and draw his measure.
No person should engage in foreign diplomacy except those authorized by the Executive Branch. Members of Congress are certainly free to engage in fact finding activities that may be beneficial in the development of certain legislation.
