That seems like an overly expensive PR campaign. Especially since if you're ordering that many books it's cheaper just to call up the publisher and get a bulk rate deal. I seriously doubt that's happening. While some of these think tanks may have lots of money, no one has that kind of money to blow on stuff like that.
