Immigrants go thru a process before Citizenship, landed immigrant is the first step. Not sure what it is called in the US.
Thing is they are productive, working, pay all taxes and are excluded from a municipal election that affects them

All immigrants should be productive and working and paying taxes or else get deported.

That is a separate issue from elections, until they are citizens here their stay is at the discretion of the immigration officials. They have no permanence and should therefore not be voting in elections for citizens who have a non forfeitable right to live in that country

Hard to tell when you don't self Identify.

School Board Elections, since as it is they have children in those schools and most pay property taxes.

Paying property taxes does not entitle you to vote. You can own property in all 50 states and only vote in one. A non citizen can vote in their native countries. Not here

Nope. No elections for any unit of government. They are not permanently vested. They can be sent home tommorow. Your stay I this country as a non citizen (with the exception of American Samoans) is at will, it can be terminated at any time
