I am a PhD student researching on the topic of political engagement. One of my aims is to develop an instrument to assess young people's political engagement, and for that purpose, I will start doing a round of focus groups with young people in order to understand what is their idea of a politically engaged citizen.

Everybody on this forum is politically engaged. Stupid Question to ask on a political forum IMO. Maybe try a pet forum and ask the same question. Also not everybody on here is young, I am but I would think most are not.
