Spanish general election: guaranteed deadlock

Well just to clarify I´m not arguing for a two party system (not that electoral systems have much to do with this anyway). Im arguing for direct elections to the presidency using a system that requires the president to have an all out majority (again see France).

But in terms of functionality, if you measure functionality in terms of ability to reject policies you dont like then it would argue that this is not the case for Germany. How do i vote if i don´t like the foreign policy of the FDP? (which typically controls the foreign ministry)
Not lately, it doesn't. It isn't even in parliament right now, let alone government.
