I suspect he is after giving instructions to his vassals in Kyiv personally in absence of any interpreter. Fancy the interpreter might interpret him wrong and Ukraine made some uncontrollable by USA choice. I guess Pyatt planned his trip to Carpathian Ukraine to consult local leaders 'course something went wrong here, contrary to American vision. Then he should know that Carpathian Ukraine isn't Kyiv at all, and it is inhabited not so much by ethnic Ukrainians but rather ethnic Hungarians, Romanians, Poles and other. The guy should start learning Hungarian, Romanian, Polish and other languages to read personally what the placards of the local protesters here say. And they say that Carpathian Ukraine doesn't need any American instructions or any nationalistic elements supported by America who only make stir here.
