In the video, she is voting for herself and also MP's Maria Ionova and Sergey Berezenko who are absent. This is how many bills get passed even though not enough MP's are present to constitute a majority or a quarum. Although technically not illegal, "button-pushing" is certainly unethical and undemocratic. Legislative bill #1895 passed its initial reading in June 2015, but a vote on the second reading has been (purposefully) tied-up in committee. These are the kinds of reforms that are lagging under Poroshenko.
