Acoording to Statistics Norway, the Child Protection Services (CPS) intervened in some way towards 11700 new children in 2007. If one multiplies that number with 5, one gets 58 500, which is nearly the birth rate in Norway. CPS involvement even increased in 2008. See The Child Protection Service in Norway for details.

Norwegian authorities remove children from their families in a growing number of cases, even though a large number of international scientific studies demonstrate that this does more harm than it helps, exept in the worst cases of parental neglect/abuse. The Norwegian legal system also grants the families no judicial security in CPS cases. One infamous case which illustrates that is Svanhild Jensen's case. Psychologist Joar Tranoey was able to document that the psychological experts in the case where Jensen's two children were placed in a foster home, had quoted several witnesses quite wrongful. This was presented to the High Court, which failed to mention this finding by Tranoey at all!

The lack of judicial security in Norwegian CPS cases should be seen in context with the rampant corruption and lack of judicial security in the Norwegian society. For more articles about that, see Fampo

The rough average live birth rate for Norway is approximately 60,000. (Demographics of Norway - Wikipedia, the free encyclopedia). As per the FAMPO website, the Norwegian CPS takes away 1/5th of the born population and puts them into foster care. This is quite disturbing in my opinion.

As for the foster homes program, I think it needs a lot more transparency such as:
- Do any member in the foster home have a criminal/etc background?
- Who and how "certifies" a household as "fit for the job" as a foster home?
- Is being a foster home the primary income for the household?
- What measures have been taken to ensure that children do not get abused in a foster home?
- How can an agency guarantee that children will not get abused in a foster home?
...
- ...I can just go on and on...but will leave the rest for all of you comprehend...

Recently, the Norway child welfare agency has been in the news for forceful abduction of an Indian couple's 4 month infant daughter and 2 and a half year old son, for very absurd reasons. See one of the articles here:

Maybe, there is probably a lot of high level things (beyond the reach/understanding of the commons) going on that the general mass does not understand.
