I don't know about that. The heavy down payment system and restrictions on income were around back then. The only real change we've seen is the GOP removal of the down payment system and restrictions on income. Essentially the GOP tossed out the old conservative banking rules to inflate home ownership and Fannie/Freddy followed the policies. After looking at the 2002 and 2004 Republican initiatives to boost housing ownership, I'm finding it increasingly hard to blame the Democrats. The tone at the top was clearly to push more houses in the hands of more Americans. We didn't see this form of policy in the past and we didn't see Fannie or Freddy buying up such quantities of poor loans.
