As the article you eventually linked clearly shows, the 50% death rate within 30 days of starting chemotherapy only applied in one Trust and has been recognised as evidence of poor practice in that Trust or small datasets skewing results (or possible a combination of both). The motives of the research in question is to learn from variations in medical practice and resultant outcomes to improve care in the future. I really think their intent is good, at least in most cases.
