Is CIA supplying Syrian rebels with condoms?

I was watching the news on RT yesterday and I saw a story about Syrian rebels filling condoms with helium and then tying a small explosive to the condom and then they send it up into the sky hoping that Russian jets will run into one of them. Seriously.

So. Is the CIA dropping condoms to these rebels in weapon drops or what? The Syrian rebels sure have a lot of condoms. I wonder what brand they are.

And how weird is this?

I read today that the Russians are ready to start helping the rebels start the peace process. That is probably a good thing because these rebels do seem to need help. Condom bombs? What the hell?
