This is typical Bush, giving honors to others just as he did to Bill Clinton on dedicating a painting. This is the way to honor the office of the president. The historic nature of these gatherings is also significant since the existence of many living presidents is rare. I think the last was Nixon, Ford, Reagan, Bush & Clinton. Well I'm not sure about Nixon but I think he was alive.
