What the court did was interpret the rule, which showed that the names of the Senators should not be on the bottom of the ballot. The court noted that it did not have the ability to tell Barbour what to do. But the ruling essentially tells Barbour that he needs to move the names, and if he doesn't, the aggrieved party can come back to court.

That's what I got out of the ruling.

Understand I'm explaining and not giving you a hard time. It was ruled illegal but they did not order Barbour to change the ballot. He did to avoid the scandal that Dana was talking about. It was illegal but they could not force him to change it.
