Should people who do not have permanent addresses as they were foreclosed on then be stripped of voting rights because it would be considered invalid proof of identity?

I don't know that any states actually do that. In NY, you don't have to have an actual address to register to vote - you can simply register to vote and list your address as "alley behind South Street Seaport" or "New York Public Library." All you have to be is registered.

I don't see why these people couldn't do the same.
