They don't have to but in a democracy with separations of power there is a process to enact legislation, Maliki is not a dictator, if the Iraqi government truly wants the U.S. to leave they need to pass and sign a bill calling for withdrawal into law.

Maliki is the Iraqi Prime Minister. He doesn't need a g'd referendum to tell the U.S. to leave.

I don't see where you've addressed the point that a bill hasn't been signed into law by the Iraqi government requesting a timetable or a withdrawal.
