    Cuban communists approve landmark econ reforms

    The reforms include slashing more than a million government jobs over the next few years, cutting subsidies, encouraging more private initiative, giving more autonomy to state companies, encouraging more foreign investment and reducing state spending.

    Under President Raul Castro's plan, which included more than 300 reforms, one of the trademark features of the paternalistic socialist system -- the universal monthly food ration -- will be gradually phased out for those who do not need it.

    Castro said on Saturday the ration given all Cubans since 1963 had become an "unsupportable burden" for the cash-short government trying to rationalize its finances.

    Better than nothing I suppose. Raul realizes that their current system is unsustainable and has to be changed. Im willing to bet that Communist Cuba (as we know it currently) will no longer be communist in the next 10 years.

    Cuba does need reform. The Soviet Style Communist structure which they live under needs more changes. It has worked in providing some of the basics but it needs to change to a more democratic style...

    Nobody who wins a war indulges in a bifurcated definition of victory. War is a political act; victory and defeat have meaning only in political terms. A country incapable of achieving its political objectives at an acceptable cost is losing the war, regardless of battlefield events.

    Bifurcating victory (e.g. winning militarily, losing politically) is a useful salve for defeated armies. The "stab in the back" narrative helped take the sting out of failure for German generals after WWI and their American counterparts after Vietnam.

    CINOs, that's pretty good.

    Anyway, this has been building for some time. The BBC just did a story the other day on the massive privitazations thats going on regarding arable land that has been unused for a long time. It's clear that Raul realizes major, structural reforms are needed. Hopefully, Raul will soon realize that one of those reforms will be his removal from office, something he has hinted at and we can all hope his term-limits reform is not just some talk.

    I would hope that we learned something from the collapse of the USSR, and that Cuba is not allowed to deteriorate like eastern europe did. It's a vital interest of the US to ensure this doesn't happen, and it can bring major benefits too and will need changes in US policy. First and foremost, end that stupid rule that allows Cubans automatic citizenship (I'm not for border control in theory, but in practice I damn well am. Especially when Haitians, Iranians, Syrians, Burmese, Kurds, Mexicans...none of these get the automatic citizenship that Cubans get for no reason).
