Why would one have to be made in order to send somebody who clearly made a death threat against somebody else? This guy was clearly way over the line and uttered threats. You don't need a criminal complaint in order to prosecute him.
This probably wouldn't be a bad thing... though I am not sure on how it is usually handled. I know somebody who was threatened by a person and she was eventually murdered.. the person who threatened her didn't go to jail for the threat at the time. I guess if it's a person in office, that's different... if so, yea, toss him jail. I often wonder what could have been done to protect her life more... Sometimes people just get mad and make threats they don't intend on following through. they just want to scare somebody...
This is very antisocial behaviour, and the guy is out of his mind to even talk like this, especially in a political office.
I think it would probably be better if making such threats did carry a consequence...
