I will give you credit as my original post in this topic failed. Congratulations, you have succeeded were others have failed.

Actually, crop rotation only became standard practice in Europe in the 17th and 18th centuries, though you may be confusing it with the system of letting land remain fallow once every three years which dates to the Middle Ages...

You see, the Farmers of the 30's KNEW there would be a dust bowl, but didn't care out of GREED! They paid off the Gov't NOT to regulate them!

    Yeah, that's what happened.
Climate, changes. It takes a particularly uneducated population to buy into the idea that it's their fault climate is changing and further political solutions can fix it.

Actually I do. I know that farmers use different techniques today. I was using hyperbole. I'm holding off judgement because it's a draft document, and because dust can be harmful.

If this passes, that would get someone a hell of a fine.

You mean like irrigation that wasn't possible then because of the lack of infrastructure?

Hint: The dust bowl was caused by a really bad drought.... what do they teach in school these days?

The drought was part of it, but what actually caused the dust storms themselves were overgrazing and removal of the native grasses for plowing. This meant there was nothing to hold dirt down so when the high winds came, it kicked up dust storms.
