    I have to apologize, I made the mistake of thinking he wasn't a US citizen (and I realize it was bolded in the OP, I just screwed up). It was my bad.

    Citizenship is irrelevant. The constitution applies to non-citizens, recognized by the supreme court.

    There are limitations and exceptions... miranda doesn't apply to everyone in the world in every situation at all times.
