Actually, if you own a cell phone, the government already has, not only the ability to track your every move, but to listen in on your conversations, if they decide to do so, even with the phone turned off. The only way to circumvent it is to remove the batteries.
Indeed, and I really think that there needs to be something explicitly written down and passed which prevented the government from being able to do any of that. Also, I'd remove that "can't be sued" crap the government passed so that the cell phone companies would hand over records and stuff like that. That seems incredibly bad.
