Obama released his birth certificate to the public. A long time ago.
Leaving aside the hilarious yet not surprising fact that you're talking like a birther (are you?), tough. This soldier has no constitutional or legal right to demand such documents. Period. I presume you agree with me on that though.
The actual certificate was never released, only a facsimile, electronically, which is what fuels the people like this Lt. Col. from believing Obama's legitimacy. Soldiers have no requirements of Constitutionality nor does the average soldier (not sure about Lt. Colonels' though) put their daily lives through a Constitutional filter. You do what you're told and you trust in God and Uncle Sam. Rarely is there room to question as the penalty's even if you're right, are sometimes severe and no one gives a **** if you're right or not.
He has a right to choose - do what he's doing or defy his commanders and go to court martial. He's chosen the latter. His basis is his own, but no, there's no legal basis in military law that I'm aware.
