Well, it makes sense. Pelosi can't read, so she has to pass it and listen to the Senate reading.

Is there a link to a clip with some better context? There isn't even a date to go by.

Found the original context. The video in the OP cuts off before Pelosi even finishes the sentence, and the rest of the speech she gave puts it in much better context. In a speech where Pelosi discusses many of the bill's reforms, you've come to the conclusion that she hasn't read it. :applaud
