That and the fact that the Yukon didn't have socialized medicine in the 1960's anyway.
More than that, if it is where he would get the best care, the parents where acting responsibly. This whole thing is a nonissue.

So... she (as a child) and her family once found Canadian health care system more alluring than the coverage available in rural Alaska.

Not sure what the issue is.

Its also interesting that for the pro-socialist medicine, anti-Palin types, this is game, set, and match on the debate, but it's funny how when the hundreds of prominent people who live in single-payer systems come here for care, it doesn't mean a thing.

    no, it wasn't russion terrority.

    Alaska purchase

Check used to pay for Alaska.Main article: Alaska purchase
Financial difficulties in Russia, the desire to keep Alaska out of British hands, and the low profits of trade with Alaskan settlements all contributed to Russia's willingness to sell its possessions in North America. At the instigation of U.S. Secretary of State William Seward, the United States Senate approved the purchase of Alaska from Russia for $7,200,000. on April 9, 1867. This purchase was popularly known in the U.S. as "Seward's Folly,", "Seward's Icebox," or "Andrew Johnson's Polar Bear Garden" because it was a cold wasteland, only really containing polar bears and coldness and was unpopular at the time, though the later discovery of gold and oil would show it to be a worthwhile one.

After Russian America was sold to the U.S., all the holdings of the Russian–American Company were liquidated.

If the territory didnt belong to the Russians, to whom -did- it belong?

I think she was saying that by 1959 it was no longer a Russian territory, which is true. Though as I mentioned before, many people have the misconception about it being Russian territory for much longer than it was because the population consisted mostly of Russians and Alaska Natives even into the 20th century.
