White House officials tell ABC News that in his remarks tomorrow President Obama will indicate a willingness to work with Republicans on some issue to get a health care reform bill passed but will suggest that if it is necessary, Democrats will use the controversial "reconciliation" rules requiring only 51 Senate votes to pass the "fix" to the Senate bill, as opposed to the 60 votes to stop a filibuster and proceed to a vote on a bill.

Lawmakers on Capitol Hill have been awaiting the president’s remarks direction on how health care reform will proceed.

In his remarks, scheduled to be at the White House, the president will paint a picture of what he will say will happen without a health care reform bill – skyrocketing premiums, everyone at the mercy of the insurance industry as recently seen with the 39% premium increases proposed by Anthem Blue Cross in California.

He will note that the “fixed” bill will include the proposal for a new "Health Insurance Rate Authority" to set guidelines for reasonable rate increases. If proposed premium increases are not justifiable per those Health Insurance Rate Authority guidelines, the Health and Human Services Secretary or state regulators could block them.

I feel the say way. Conservatives may think nothing came out of the Health Summit meeting, but I beg to differ. I didn't see it as the Democrats needing a slam dunk, but rather that they needed to show a willingness to listen, consider including some Republican ideas if they had any and there were a few that were worthy of consideration, but mostly they just needed to state their case and explain why health care reform is so important and why their legistlation has some of the more controversial aspects some disagree with. To that, I think the President and leading Democrats meet their objective which, contrary to popular belief, wasn't necessarily to paint the Republicans in a bad light. I think they did that to themselves with only one or two willing to bring anything of real substance to the table as it were. All you really heard from the Republican side was scrap the bill, start over, and don't use reconsiliation to pass health care legistlation. But what you didn't hear from them was a willingness to improve their own legistlation (likely because it wasn't crafted by a leading Republican) or expand coverage beyond the mere 3 million uninsured their bill would cover.

So, I'm with the Pres. on this one. I mean, it was clear during the summit that Democrats had incorporated some Republican ideas in their health care bill and yet each time the bill came up for a vote, Republicans refused to jump on board and vote in favor of passing the bill even when it included some changes they insisted upon. Even now, I seriously doubt many, if any, Republicans would vote for health care reform even with the inclusion of additional recommendations that came from Republicans during the summit. If Democrats use reconsiliation to pass health care reform legistlation, I'd have to say the Republicans really didn't give them much choice.

I agree with you. I'm glad they're going to use reconciliation to pass this. I just hope they add a public option. I think they should also use void clauses on many of the Republican idea they've incorporated -- the no funding for abortions, the anti-illegal immigrants one, the tort reform. Under each of these clauses, it should read, "this clause is void unless at least 5 Republicans vote for the bill." In other words, their objections can be met, but ONLY if at least a small number or Republicans support the bill. No support = a pure Democratic bill being passed and signed into law.

I agree with you. I'm glad they're going to use reconciliation to pass this. I just hope they add a public option. I would like to see where these "void clauses" you mention that force so many Republicans to vote against their constituency are even legal....

They stuck to their talking points while not allowing Republicans to level any issues by accusing THEM of servicing THEIR talking points..

It was overall very enlightening to see how the Marxis...- I'M SORRY... Progressives... are willing to expend such great efforts to sell America on their leftist agenda, lie straight into the camera, then expect rational thinking people to magically fall under their spell... If their agenda weren't so deadly.. it MIGHT be funny!

I think it's great! I say they should use reconcilliation then thump their chests about it for the next 8 months. Liberal progressives couldn't help the Republicans take back Congress in any other way. This is being passed not because it does what was intended --- cut costs, cut waste and extend coverage, it's turned into an ideology must-win for Democrats and it's a lose-lose on many levels. The best thing for the American people and the country would be to put in REAL reforms instead of passing crap and promising to fix it later. That same crap won't kick in (assuming the projections are correct) for years and savings won't be seen until Obama's an afterthought.

Don't fool yourselves... this is an ideology fight, health care reform and the American people are forgotten, and they know it.

Wait wait wait...so since the democratic process isn't working out for the Dems and their healthcare disaster, it's perfectly ok to trash that democratic process and then blame the republicans as the reason they had to trash the democratic process?

That's just ****ing rich. I can't wait till the dems do this. It will pretty much be the nail in the coffin of their hold on power for another 2 to 3 election cycles.

It means principals do not matter to him pushing through his BS healthcare against the wishes of the majority of the people does.

He should stand by what he said as a senator.

Republicans are in the minority in both Houses of Congress with a Democrat in the White House. This is NOT the Republicans fault, this is owned 100% by the Democrats.

The shift in blame to Republicans in this case, is ludicrous.
