Some rather extreme cost cutting

More than a third of the streetlights in Colorado Springs will go dark Monday. The police helicopters are for sale on the Internet. The city is dumping firefighting jobs, a vice team, burglary investigators, beat cops — dozens of police and fire positions will go unfilled.

The parks department removed trash cans last week, replacing them with signs urging users to pack out their own litter.

Neighbors are encouraged to bring their own lawn mowers to local green spaces, because parks workers will mow them only once every two weeks

Though officials and citizens put public safety above all in the budget, police and firefighting still lost more than $5.5 million this year. Positions that will go empty range from a domestic violence specialist to a deputy chief to juvenile offender officers. Fire squad 108 loses three firefighters. Putting the helicopters up for sale and eliminating the officers and a mechanic banked $877,000.

• Tourism outlets have attacked budget choices that hit them precisely as they're struggling to draw choosy visitors to the West.

The city cut three economic-development positions, land-use planning, long-range strategic planning and zoning and neighborhood inspectors. It also repossessed a large portion of a dedicated lodgers and car rental tax rather than transfer it to the visitors' bureau.

"I don't know if people are convinced that the water needed to be turned off in the parks, or the trash cans need to come out, or the lights need to go off," Fowler said. "I think we'll have a big turnover in City Council a year from April. Until we get a new group in there, people aren't really going to believe much of anything."

Mayor and council are part-time jobs in Colorado Springs, points out Mayor Rivera, that pay $6,250 a year ($250 extra for the mayor). "We have jobs, we pay taxes, we use services, just like they do," Rivera said, acknowledging there is a "level of distrust" of public officials at many levels.
Quite suprised at the police helicopters being cut, and the street light being reduced as much as they are. Also quite suprised at the low pay the mayor and council members recieve
 
Wow, that city is gonna go down the crapper. Don't be surprised if crime skyrockets. I'm all for cutting costs within reason, but this is too extreme. I too am surprised by the low pay and part-time positions received by the mayor and council.

It is not a small city either with just under 400 000 people
 
They are not alone. Phoenix is proposing laying off 300 police and firefighters.

IMO, it boils down to way to many people demanding services, to many "pork barrell" projects and entitlement programs. Phoenix pushed a light rail system, but can't afford to keep the police force. IMO, many of our elected officials are incompentent.

I would often agree. One should keep in mind that politicians don't know what they're doing a lot of the time. They're good at getting elected, and whatever else they specialized in doing in their lives. Not necessarily running a government...

As one US Congressman said in one of Michael Moore's movies "You don't need a PhD to run for Congress."

I strongly suspect that this is a ploy to raise taxes. You'll note, they haven't cut the lights at city hall yet. These cuts are designed to be felt by the populace and soften them up for the inevitable tax increase.

You want to piss off your constituents? Take away their garbage services.

For the record, our garbage is privately contracted...wonder why Colorado Springs hasn't allowed a private company like Waste Management to bid for the contract if they can't deliver the services...

Oh yeah...because garbage services are a tool to force the hand of the populace.

We have a little thing called TABOR, and it makes it very difficult to raise taxes. So the State government is very restricted in how much money it can bring in and how much it can increase taxes by. It wasn't really that bad till Wall Street and the banks crashed the system.

How are they draining the city government? The city generally doesn't handle any social programs. The city mainly handles things like streetlights and fire services, some road repair, things like that. Yes, illegals make a great punching bag, but they're not the cause of every problem in this country.

Like fire services and street lights? Those are mostly dependent on the physical size of the city, not people, so I doubt that'd change much. I'm also not sure how many illegal immigrants a comparatively high class place like CS even has.

To raise the taxes sufficiently though we'd have to first repeal TABOR. One problem is that TABOR is indexed wrong and prevents tax growth to keep up with the needs of a growing State. Some things are set in stone and we can't take money away from it, others have a floating budget, and overall CO is severely restricted in how much we can raise tax. It was a good idea till Wall Street and the banks ****ed over the system so hardcore. CO was one of the few fiscally responsible states out there, and now we're paying the price.

Actually, Colorado Springs doesn't provide waste removal services--those are contracted with private companies. With respect, I think you've misunderstood the situation. The trash cans are being removed from PARKS. Park workers have to dump those cans and then the garbage is removed by a private company. No household's garbage removal is at risk.

They just don't get it, do they? The city should raise the taxes on everyone, so they'll move out. The city should tax the businesses, so they'll fail. The city should borrow money and later on borrow more money to pay back the first loan.

But the city should NEVER cut a dime in spending.

The real trick, though, is that we're not getting the whole story. What special projects is that city doing that benefits only the well connected are still in effect? How's their Free Needles For Stupid Addicts Plan going (if they have one)?

I'm betting that the city has tons of savings available in these bull**** projects, but they want to con the taxpayer into accepting the con that "essential" services are going to fail if they don't raise taxes.

California has been doing just that for years, now, and is in the process of doing it again.
 
awesome article. A Repubs dream come true. Why not just eliminate the Police and Fire Department all together? Hey its not my fault or problem if you get robbed or if your home burns down thats what certain insurance is for..If everyone bought a gun and a pit bull things would be much better..Lights?? Who needs to walk down the roads at night? you should be home. Autos have headlights to help you see where you are driving. Damn if you can't see well enough in the dark you shouldn't be walking around then...

What's interesting to me about this is that Colorado Springs is about as libertarian a town as exists in the US. If they are having trouble paying the bills and are cutting in ways that people find offensive, this speaks to how well the libertarian philosophy of governing works.

Notice that the first thing you see is a rolling set of justifications for city taxes: "you may not have realized this, but the city pays for your police protection....parks....roads...."
 
Don't most cities and states have laws about expenses not outweighing revenues? I can't even imagine if my city and state didn't have those laws.
