    Whether this is constitutional or not will be decided in the courts. Constitutional scholars are divided, but from what I can see, a larger portion think the bill will pass constitutional muster. It will got to court, and we will find out. Until then, the hysteria on your part is amusing.

    The Supreme Court will most likely affirm the constitutionality of the reform passed by Congress.
