    You cannot loan assets, only reserves. Hence Carl is wrong.

    Then using a ton of people to dig a canal to "fix" a recession wouldn't be a good use of resources even though it would get people to spend money and would decrease unemployment.

    On the contrary, are you saying that banks cannot have more than the required reserves? Banks do have the ability to make serious profit, and have considerable amounts of assets. Fed buys bonds... reserves dry up, end of story.
