You see, their markets are..."mostly" free, due to government edict. So they still control it, they just don't "boss the entreprenuers" around as much.
If they want to command the economy again, they will do it by another simple government edict.

It's also disingenuous, since he really means we need to stick to HIS ideas and solutions for an extended period. Does he really want those opposed to him to get power without interference for that long? There are all sorts of problems that beg for fifty year plans: climate change, nuclear proliferation, the Cleveland Browns. Good luck getting everyone to make a decision and then stick with it against all opposition for two generations. You need something more totalitarian for that.
