Presumably, some of those people who disapprove of Congress are A) mad at the REPUBLICANS in Congress, B) mad at the Democrats in Congress for giving in too much and/or not fighting for whatever issue, C) mad at no one or no policies in particular. Congress' approval rating is a meaningless statistic, as it is not a monolithic entity and no one votes for the ENTIRE Congress anyway.
I don't know what it is, but this is the first time I have ever wanted to quote a forum poster. I am just disappointed I can't quote all of it.

Presidential Approval Ratings -- Barack Obama
Of course, if you have 51% you get re-elected, are you un-aware of that?

The American people perpetually lack confidence in government. 55% approval is considered fantastic.

But people who approve of the job he's doing are likely to vote for him.

Why do you keep bringing up Baucus? Did I ever say anything about him? No.

Do you try to act stupid. You think that people would approve of what he's doing and then not vote for him, that makes no sense.

I like how you avoid statements that prove you wrong. Just keep avoiding.
