Because I don't believe the fed is completely corrupt through and through. Most career federal workers are pretty good, the problem is the political hacks. But there are zillions of federal workers and only a relatively few political hacks.

Regarding the locals, all cheating on elections is local. At least for now. Who will know if Russia hacks in and starts altering our legislative balance of power, and even if they do what are we likely to do about it? Nothing.
