In response to the idea that the dispensers were empty and the store unstocked, someone said, "just wear a purse everywhere". My point is that no one would tell you "just wear a backpack everywhere" if the toilet paper dispensers were empty for a year.

100% of people don't need toilet paper every day. However, what you are trying to say is that 100% of days, toilet paper is likely to be used. And I agree with you. And, using that same logic, 100% of days, a tampon is likely to be needed.

Let's pretend we're talking about 100 people. Half are female (50). According to your scenario, only 25% of those 50 need tampons. That would give us 12.5 women. Not .125 women.

You can use paper towels or toilet paper as a Kleenex substitute. You can't really do the same for tampons.

Not always. As I'm sure you're aware, women can have irregular cycles (for various reasons) and various medications (especially BC) can affect their cycles also, especially at the beginning.
It's not at all easy to predict when you might have to take a dump.
