The bolded is most likely the answer. Some water in this country would be deemed undrinkable from it's source, but is clean water in the end. we have the technology to easily turn even bacteria ridden water safe, but that does not mean they used it.
We have had problems in centex with water, they have inspectors who monitor ph level, bacteria and everything else, but all it takes is that one guy asleep on the job or no one inspecting it for what should be clean water to end up as undrinkable.

We know how the Legionella bacteria is spread and contracting Legionaires is very rare. People with functioning immune systems are usually not at risk.
It's typically spread through the air from mist and or water vapor from poorly maintained cooling towers used to cool large buildings and or hospitals.
Not from the tap. Tap water is treated with anti-microbiological agents that easily kill the legionella bacteria.
Those cooling towers usually have a automated diapersal mechanism that periodically pumps chemicals ( bleach and corrosion inhibitor ) into the loop that keeps the water free from microbacterial contaminants.
And it doesn't take much chemical to accomplish that. Large buildings have to maintain logs and prove to the City that they're treating their Cooling tower water and show that their tower water is spot checked for Legionella bacteria on a regular basis.
At least they do in Houston. But then again this is Michigan, Flint and Detroit. I wouldn't be surpirsed if they simply can't afford to hire the inspectors needed to keep tabs on all the City's water towers.
Leginaires is also not contagious. Sounds like people are quick to jump to conculsions and blame the City.
