Typically those are the mullah types in Muslim countries with religiously controlled governments. In those case people believe the religious leader can be considered to speak for the people. Similar to the Pope speaking for Catholics, those is doesn't run the govt.

I'll bash anybody who states that these victims were "sort of asking for it" Doesn't a statement such as that warrant criticism? Or is he immune from it because he's a Christian preacher?
