I will say this, most of us have never been in a position, that of leadership where one has to make a decision that could result in the lose of lives or saving lives. We are looking back on events with 20-20 hindsight knowing no more 9-11's happened. When these decisions were made, those making them didn't have that advantage. The fear of another 9-11 or something similar was very real. The question was how best to protect American lives and country.
One can say the weight of the world, the nation were upon the president's and VP shoulders. It was never on ours. There is an old adage, an ounce of prevention is worth a pound of cure. I don't know what was in Cheney's mind, but in a case right after 9-11 I can see where one would want to error on the prevention side of things. To do otherwise with lives at risk might be considered very foolish and irresponsible.
Also the general public does not know if the enhanced interrogation worked or not. Those who have come forward and said one way or the other are one's for the most part with political agendas and they do push them hard. I doubt if we will ever know, the general public until 50 years down the road. It is very possible the information, the intel obtained prevented another 9-11, that it helped lead to the death of UBL and other terrorist leaders and stopped plots. It is also possible that the enhanced interrogation lead to nothing.
But one things is certain, those who believe one way or the other will certainly grab onto whomever is saying what they want to hear and spout that as gospel. While the truth is, we really do not know and won't know until those who did the interrogations come forward and talk or their reports are declassified and released which I doubt will not happen for a very long time if ever.
