    That sounds wonderful but is genrally rare in a union. Unlike the military, where the rank is attained based on merit, with time at the previous rank also a prerequisite, unions (with the exception of trade unions) tend to favor time at the previous rank (seniority) as the only requirement to advance in "rank" (like the within grade step increases doled out by the civil service). Unions generally exclude company management from their membership altogether since they are generally given better salary and benefit packages than the union can obtain for its membership.
