If you have a strong, concerned and involved community that consistently takes a vocal stand against hoodlum behavior you end up with less hoodlums.
Conversely, if your community sits idly by and remains silent when this kind of thing happens they are tacitly endorsing the "victimhood" mentality that drives this kind of behavior.
